SB 5529: Lays a solid foundation for a healthy, prepared state.
This bill increases the funding for the Department of Human Services (including programs for Public Health; Children, Adults, and Families; and Seniors and People with Disabilities) for the period 2009-2011.
Data clearly show that funding public health promotion saves in health care costs many times over. Oregon spends less than half the national average on public health funding. Additional resources are needed to adequately support improving access to care, controlling diseases, eliminating health disparities, and other public health activities. Adequate funding for Oregon’s public health divisions will improve the quality of life for Oregonians.
Statistics and perspectives that support this view:
• The Trust for America’s Health estimated that for every $1 spent on programs to increase physical activity, promote nutrition and reduce tobacco use, the state of Oregon could save more than $5.40 – that’s a 540% return on investment.
• Oregon spends less than $14.50 on the public health needs of each resident, under half the national average, which makes us the 5th lowest state in per capita public health spending in the nation.
• Funding prevention is a proven way to increase the health of our communities and create more productive workers.
What the public thinks:
• 70% of Oregonians support wellness and prevention efforts to support their communities’ health.
• 64% of Oregonians believe government has a role in improving their community’s health.
• According to a statewide poll, a majority of Oregonians support a variety of public health programs such as “assuring a competent public health work force,” (72%), “providing information and education on health issues,” (72%) and “enforcing laws that protect people’s health” (64%).

Senate Bill 5529 is a budget bill for the Oregon Dept. of Human services. This bill will cover the cost of many excellent programs the will effect the health of many Oregonians. However it will also kill over 4000 Oregon children/babies because the $1.5 million budgeted last year that gave ODHS the funded for use to pay for abortions may be part of the budget this year. We are asking the legislators to take this $1.5 million out of the budget.
